Cecil Lawrence has over 24 years of experience advising on the development, evaluation, and transaction of energy and critical infrastructure assets. He brings a unique blend of technical expertise and strategic insight to help clients navigate complex investment decisions in both regulated and independent energy markets.

Mr. Lawrence leads independent technical, environmental, and market due diligence efforts, providing clear guidance that enables clients to assess risk, validate performance, and take informed investment decisions across a wide range of energy technologies. His expertise includes plant design and performance, project contracts, O&M strategies, financial modeling, capital cost assessments, and construction monitoring—ensuring alignment with technical specifications, schedules, and budget expectations.

He has also served as a Principal Process Engineer, leading multidisciplinary teams in design, testing, and technology assessments for power, desalination, and biomass facilities.

Mr. Lawrence contributes to the development of industry standards as a member of the ASME PTC 46 committee for power plant performance testing.
