David has worked in the field of environmental compliance, engineering, and permitting for more than 25 years. Since joining Sargent & Lundy in 2006, his work has focused exclusively on environmental issues affecting the power generating industry. His responsibilities include identifying regulatory requirements, determining compliance strategies, and assessing the environmental impacts of constructing and operating electric generating facilities. His primary focus has been on air quality, specializing in developing emissions inventories, performing New Source Review (NSR) applicability evaluations, and preparing complex Prevention of Significant Deterioration (PSD) permit applications that include Best Available Control Technology (BACT) analyses and air dispersion modeling evaluations. David’s assignments have involved a wide range of power generating technologies, such as simple cycle and combined cycle combustion turbines, reciprocating internal combustion engine (RICE), and coal-, gas-, and biomass-fired boilers.
