David Kezell

Director of Weatherization , ERCOT

Mr. Kezell has served Director of Weatherization and Inspection at the Electric Reliability Council of Texas (ERCOT) since late 2021 after a new state law required weatherization of power generation and transmission equipment subsequent to Winter Storm Uri.  In 2024 and early 2025 he served as chair of the NERC Project 2024-03 standard development team revising the Extreme Cold Weather Preparedness and Operations Standard which has now been adopted by FERC.  Over the last ten years he served as Senior Director, Power Generation at CPS Energy in San Antonio, Texas and Director, Engineering and Capital Development at Seminole Electric Cooperative in Tampa, Florida.  Previously he worked with WorleyParsons (now Worley) in Reading, Pennsylvania and Chattanooga, Tennessee in several roles including Project Manager, Director of Construction Management, and General Manager of Chattanooga Operations.  Earlier in his career he worked for an independent power producer and consulting engineering firms in the San Francisco Bay area in California.  While there he helped to develop and execute new power projects and worked as an air quality compliance consultant.  He is a graduate of The Pennsylvania State University and Arizona State University and is a licensed Mechanical Engineer in California.  David and his wife Anjanette are proud parents of three grown children.
